Georgia Fast-Tracks Five-Year iGaming Permits for International Operators

Georgian lawmakers are advancing legislation to introduce five-year operating permits for foreign-facing online casino, slot, and sportsbook platforms. The measure aims to position the country as a competitive licensing jurisdiction alongside established markets such as Curaçao.

Permit Conditions and Market Positioning

Under the proposed framework, operators would pay a monthly tax equal to 5% of gross gaming revenue, alongside an annual permit fee of GEL 100,000 (approximately €33,000). Each license covers a single domain, and violations carry a GEL 20,000 penalty. The legislation explicitly excludes Georgian residents from accessing these foreign-facing platforms.

The proposal remains under parliamentary review. Lawmakers are advancing the bill to offer international operators a low-tax structure without domestic player compliance requirements.

The 5% revenue rate aligns with provisions already established in Georgia’s 2024 regulatory amendments, which this bill would formalize as a distinct permit category. For comparison, the standard domestic license requires an annual payment of GEL 5 million.
